Jody Arganbright, Business Operations Manager, CABHP and the Center for Violence Prevention and Community Safety. Ms. Arganbright has an M.B.A. from Arizona State University and serves as the manager for all financial and operational services. She develops project budgets, departmental financial projections, and internal operating practices, and she oversees fiscal compliance and audits. She has over 25 years' experience in administrating multi-million dollar budgets for non-profit organizations, and has applied her expertise on a task force for wage and salary administration, in the implementation of financial software systems, and for the development of financial auditing reports. Brian L. Arthur, Associate Director. Mr. Arthur leads the administrative and evaluation support operations for the Center. In addition, he coordinates evaluation projects, including the Arizona IV-E Waiver Expedited Reunification Demonstration Project and the Arizona Families FIRST program. Mr. Arthur has an M.A. degree in Psychology from the University of New Hampshire, and conducted market research in the private sector for more than 15 years. Before joining CABHP in 1997, he worked as a program evaluator and a program services manager serving persons with HIV/AIDS. His research interests include substance abuse prevention for youth, criminal justice programs for people with behavioral health issues, and homelessness. Joni Coble, Office Specialist Senior. Joni brings more than 20 years of administrative experience to CABHP, including five years work with the Fred Hutchinson Cancer Research Center. She also worked with the U.S. Postal Service and the University of Arizona, James E. Rogers College of Law. Ms. Coble and her husband, Tim, also operate a family-owned business, Timco Pavers, LLC. Charles Davis, Computer Programmer Assistant. Mr. Davis does computer programming and serves as the customer support contact for Arizona Families First and Methamphetamine Treatment Centers of Excellence. His experience prior to joining CABHP includes six years in the U.S. Navy and 19 years in the electric utility industry. Mr. Davis earned his B.S. in computer science from Arizona State University in 2006. He also has B.S. in mechanical engineering from University of Florida in 1980 and is a Registered Professional Engineer in Arizona. Contact: Charles.Davis@asu.edu |
Michael H. Funk, Evaluation Associate. With over thirteen years of experience in the Arizona Behavioral Health System, Mr. Funk manages the Center’s Quality Management initiatives associated with the Arizona Department of Health Services/ Division of Behavioral Health Services. While his primary career focus has been on data analysis, research and evaluation, Michael also served as grant writer for housing and support services for homeless persons with serious mental illness and trainer for the Arizona Department of Education in the settlement of Hodges vs. Bishop, a class action lawsuit, which addressed the need for residential placements for special education needs purposes. Early in his professional career, Mr. Funk was a Special Education teacher in residential treatment as well as public school settings. Mr. Funk has a B.A. from Northwestern University in Experimental Psychology, an M.S. degree in Education from Illinois State University and an M.S.W from Arizona State University with a major in Planning, Administration and Evaluation. Joyce A. Johnson, Administrative Assistant and Human Resource Liaison. Ms. Johnson has a dual Bachelor of Science degree in Human Resources and Social Psychology from Park University and currently serves as the Administrative Assistant to the Professor and Associate Dean, College of Human Services/Director, Center for Applied Behavioral Health Policy. Richard “Rico” Rivera, Research Specialist Senior. Rico is a part-time data analyst for the Center. Prior to joining CABHP, he was the Manager of the Statistics Lab at Arizona State University’s West campus and has consulted graduate students in research design, survey development and quantitative analyses. He is a graduate student in Measurement, Statistics, and Methodological Studies at ASU’s Mary Lou Fulton College of Education. Research interests inlcude: psychological measurement and program evaluation. Substantive interests: hegemonic masculinity, attitudes towards gender-role non-conformity, and marginalization. His methodological background includes structural equation modeling approaches, growth-curve modeling, and psychometrics. Matthew Roy, Editor Associate. Mr. Roy comes to CABHP with five years experience in community journalism and media relations. He works in a variety of roles developing messaging and content for internal and external sources, including the Web, newsletters, press releases and reports. Ellen Santos, Support Systems Analyst Senior. Ms. Santos maintains the network, software and hardware of the computer system at the CABHP office and provides technical support to the staff. Julie Sauvageot, Research Specialist Senior. Ms.Sauvageot evaluates program implementation and outcomes by analyzing data and conducting focus groups. Current projects include the DES Title IV-E Waiver Reunification Program and the Arizona Families First Program. She has an MSW in social work administration and has worked as a mental health researcher to investigate innovative treatments, service use and satisfaction, disparities in services, and best practices. Michael S. Shafer, Ph.D., Director. Dr. Shafer directs all of the Center's initiatives, which focus on the areas of behavioral health policies and practice, including substance abuse treatment and mental health treatment services. He also serves as Professor and Associate Dean of Academic Affairs in the College of Human Services at Arizona State University and as the Co-Director of the Pacific Southwest Addiction Technology Transfer Center. Dr. Shafer earned his Ph.D. in Education in 1988 from Virginia Commonwealth University. He has received numerous awards and citations, including recognition from the U.S. Department of Justice for the development of crisis intervention training for law enforcement personnel in Tucson. His current research evaluates the adoption of evidence-based treatment practices by behavioral health agencies and clinicians. Vicki Staples, M.Ed., Program Manager, Clinical Initiatives. Ms. Staples has over sixteen years experience in health and human services, working with both children and adult populations. Prior to joining CABHP, she was the Director of Recovery, Resiliency and Wellness for the Arizona Department of Health Services/Division of Behavioral Health. She has worked on several statewide initiatives to improve the behavioral health system throughout Arizona including expanding peer support services and enhancing services for individuals with co-occurring disorders. She continues to focus on building partnerships with individuals, families and key stakeholders to promote recovery and expand opportunities for individuals receiving behavioral health services.
Ms. Staples graduated with a Bachelor of Science in Psychology and achieved her Master of Education, Counseling from Northern Arizona University. She is also a Certified Psychiatric Rehabilitation Practitioner. Contact: Vicki.Staples@asu.edu

Michael Walker, M.A., Instructional Specialist Coordinator. Mr. Walker conducts and coordinates training and manages special events designed to improve services and treatment for behavioral health and substance abuse clients. He served as substance abuse counselor in the Air Force for five years, managing outpatient treatment services and community outreach programs. Mr. Walker received his M.A. in Communication Theory from Arizona State University in 2007, where he also earned a B.A. in Communication Studies. He has worked at the Center since 2006. Linda J. Williamson, Office Specialist Senior. Linda serves a crucial role on the Training and Technical Assistance Team, coordinating all training schedules and team calendars as well as assisting in event planning and execution. Ms. Williamson is also responsible for required data entry associated with trainings and events. She earned her certification from Butler Business School and has previously provided expert office support in schools, health care centers, and the hospitality industry. Tucson Office
Linda Crone-Koshel, PH.D, Research Specialist Principal. Ms. Crone-Koshel conducts quantitative and qualitative research, including field work, for evaluating the IV-E Waiver Expedited Reunification Project and the Arizona Families First project. Prior to joining CABHP, she worked for 12 years in educational research and evaluation in public and private sectors. She earned a Ph.D. in Educational Research Methodology from LSU, and has taught statistics and research methods at the college level. She has also taught music in the public schools. Lindsay Gray, Research Technician. Ms. Gray collects quantitative research and gathers qualitative data through focus groups for evaluation of the Casa Santa Clara project. Lindsay earned her bachelor’s in sociology with a minor in criminal justice from University of Arizona in 2006, and she joined CABHP in April 2007. Adrienne Pande, Research Technician. Ms. Pande serves as a research technician for COSIG. Adrienne earned a B.A. in Interdisciplinary Studies with a focus in Society, Ethics, and Human Behavior at the University of Washington, and an M.A. in Counseling Psychology at Northwest University in Seattle, Washington. She served as a program coordinator for a graduate psychology program, which emphasized matters of culture and social justice, and also as a graduate-level teaching assistant in areas such as law and ethics, and research methods. Chris Phillips, Application Systems Analyst Senior. Mr. Phillips designs computer applications to securely collect, transmit, and analyze data. Current projects include the IV-E Waiver reunification program and a web portal for the Methamphetamine Centers of Excellence. Mr. Phillips joined CABHP in 2005 after working as a programmer and web design consultant with a variety of businesses in the Tucson area. Robert Rhode, Ph.D., Clinical Associate Professor.
. Dr. Rhode develops and implements training for behavioral health professionals. Current projects include motivational interviewing training for counselors and community reinforcement training for substance abuse treatment programs. He has worked with CABHP since 2000. Dr. Rhode earned his Ph.D. and M.S. in Clinical Psychology from Ohio University and has many years of experience as a college professor, therapist, and private practice psychologist.
